Exactly what it is-Rebar reinforcing rod.
Simple enough material, rigged rod, bare metal and will rust , it is meant to strengthen footings and blocks.

The item was very rusty an not as pictured , also got emailed to say would arrive between 8-10 in morning An arrived at 13.30 lucky I had day off but expected a little better service from the name
